Overview of Everett elections, Mayor and City Council

EVERETT, MAY 12: This year’s local elections are looking to be quite interesting as four seats on the council are being challenged and three vie for Mayor Cassie Franklin’s seat.

Below is a general overview of who is running for what in the 2025 Everett elections. For the next four weeks we will dive deeper into each race and candidate.

The primary election is Aug. 5, and the general election is Nov. 5. To follow important election dates and information, see the Snohomish County elections page.

Mayor

Description: A mayor is the chief executive officer of a city government, with a four-year term. They are responsible for overseeing the administration, operations, policies and local government.

Current Mayor Cassie Franklin is running for reelection for her third term. She is being challenged by former City Council member Scott Murphy, business leader Dr. Janice Greene and Rich Ryan.

Everett City Council

Description: A city council member is an elected official who serves a four-year term on the council which is a legislative body responsible for making decisions and enacting laws and policies at the municipal level. They represent the community and supervise the operation of the city government.

District 1:

Incumbent Mary Fosse is not running for reelection this year. She will continue to serve as the State Representative for District 38.

Mason Rutledge, Sam Hem, Bill Wheeler and Erica Weir are running for open seat.

District 2:

Incumbent Paula Rhyne is seeking reelection. She is challenged by Ryan Crowther and Jonathan Shapiro.

District 3:

Council President and District 3 seat Don Schwab recently announced his reelection campaign. He is challenged by Marcus Nunez.

District 4:

Incumbent Liz Vogeli will not be seeking reelection. Three are running for her seat including Alan Rubio, Luis M. Burbano and Niko Battle.

District 5:

Incumbent and Council Vice President Ben Zarlingo will run unopposed in the primary and automatically be on the general election ballot in November.
