EVERETT, SEPT. 4: Nearly 20 years after the Port of Everett began overhauling its aging marina bulkhead system, the final stretch of the project is ready to begin.
Work on the remaining 165 ft. of wooden bulkhead wharf near Port Gardner Landing and the Grand Avenue Park Bridge is scheduled to start Monday, Sept. 8, with completion expected by May 2026.
The $6.75 million project will replace the 80-year-old wooden wall with steel piles to create a strong support system for State Route 529 and West Marine View Drive, a vital corridor that saw more than 11,000 daily trips in 2023.
SR 529 will be reduced to a single lane during construction, while northbound lanes will remain open. Pedestrian access will also be rerouted starting next week.
New decking, landscaping, and an ADA-compliant connection to the waterfront trail system are included in the plans. A new barrier will further improve safety by separating pedestrians from heavy traffic along West Marine View Drive, the Port said in a press release.
Bergeson Construction, an Oregon-based firm, was awarded the contract as the sole bidder. The price tag came in above the engineer’s estimates due in part to tariff uncertainty, but the Port secured additional federal funding to close the gap.
The final phase marks the completion of a bulkhead replacement program that began in 2005 in the Central Marina. Over the past two decades, the Port has replaced more than 2,900 ft. of bulkhead with modern steel sheet piles, ensuring stability for the shoreline and protecting against erosion.
The project is financed through a combination of Port revenues, the Federal Highway Administration, and the Washington state capital budget.
